軍爵的故事 Ginger's Story:
而照片中，狗狗的嘴巴明顯的有一整圈長期戴嘴套導致長不出毛的痕跡. TSPCA調查員與新北市動保處、當地員警第一時間趕緊前往現場。來應門的是一位老奶奶，當門一打開員警向剛睡醒的飼主 (老奶奶的兒子) 表明因為有民眾檢舉聽到有人在虐打動物的聲音所以過來查看。飼主則是激動的說：我只是幫他洗澡啊！他就把我咬成這樣，難道不用打嗎 （並伸出手讓我們看手上的傷）？調查員及動保處人員嚴肅的向飼主告知動保法相關規範，讓他知道，即便是管教，也不可用過度傷害的方式，並且開立了三合一（晶片、疫苗、絕育勸導單）以及醫療勸導單。但因為狗狗並沒有外傷，且礙於飼主為初犯，因此，沒有辦法使用動保法進行開罰，只能先進行勸導，若再有虐打一事，才會進行開罰。
One day, a colleague checked the case reports on the website as usual, and opening a video and photos, heard a heartbreaking sound. It seemed as if the dog was crying for help. Furthermore, in the photo, there was an obvious scar caused by possibly a rubber band around the dog‘s mouth.
The SPCA investigators, the Animal Protection Office, and some local police officers went to visit immediately. An old woman came to the door, and when the police asked her son (the dog’s legal owner) about sounds of animal abuse, he answered agitatedly: “I just wanted to give him a shower, but he bit me; why shouldn’t I beat him?” Then, he showed us the wounds on his arm.
The dog’s keeper was sternly told about the Animal Protection Act. We let them know, that even if they were merely trying to train the dog, they could not use those methods. The owner was given a vaccination, de-sexing, micro-chipping, medical treatment compliance order ticket.
However, as there were no obvious wounds on the dog and as it was a first-time offense, the Animal Protection Act could not be used to charge the owners with a fine. All we could do was to try and change their behavior, warning them of the consequences if they hit the dog again.
The dog’s keeper told us that his mother stays at home while he works and that he thought the dog could be a companion for his mother, but the dog was not as obedient as he had expected and that he would always destroy things around the house and never learns, leading to them beating him for punishment.
From our conversation with the owner, we came to the conclusion that all the keeper provided in the form of training was reproach and beatings. We hoped that by providing some training tips and educating them on proper pet ownership, it would lead them to better treatment of their pet. We told them that this dog needed not only more exercise and activity, but also time to socialize, as he is very young and full of energy. Without sufficient exercise, behavioral issues will continue.
Ginger is only one year old and very playful. We hoped that his keeper could take him for walks and not punish him inappropriately. But after discussing the situation with his mother, the keeper decided to relinquish Ginger to the government shelter. We then went to adopt him out of the shelter and Ginger is now looking to be re-homed through the SPCA. Please come to visit this lovely dog if you are interested.
