Foster/Adopter Needed!: We first met Xiao Hei (male, 1-2yrs.) during one of our investigations cases; Xiao Hei's owner had him tied up inside the house for almost 2 years. Xiao Hei had never been on a walk and has never had a bath. They did not have the proper knowledge nor environment to properly care for a dog. At the time Xiao Hei's collar was cutting into his throat as it had never been taken off since he was brought in as a puppy. About a month ago, we took Xiao Hei in to the vet for his first checkup and to get the collar removed. It's been a month now and his owner is moving and contacted us saying she can not care for him any more. Originally the owner was going to leave Xiao Hei temporarily with a friend, but after we heard that the friend was going to once again tie Xiao Hei up outside his building, we felt the best option is to ask whether the owner would like to relinquish the dog and have us take over.
