                                                                      台灣防止虐待動物協會相信,安樂死只有當動物發生以下情況時才是必要的處理方式:

                                                                      a)患有無法治癒的嚴重疾病或難以復原的傷害,導致動物的生活品質不斷惡化的病情
                                                                      b)攻擊行為/在一段時間內持續表現出無法預期的侵略性行為
                                                                      c)當一個動物群體的福利受到單一隻動物的威脅時

                                                                      我們了解每一隻動物都是不同的,牠們來自不同的環境與背景,因此,每一隻動物都會接受個別的判斷。每一隻動物的健康情況、心理狀態與一段時間內的行為表現都要通過評估,並給予時間改善。
                                                                      台灣防止虐待動物協會根據阿西羅馬協議(Asilomar Accords)評估每一隻所協助動物的情況。


                                                                      In the Taiwan SPCA, we believe euthanasia is only needed when an animal is:

                                                                      a) severely ill or injured with little chance of recovery and where their quality of life has deteriorated
                                                                      b) aggressive/showing unpredictable behavior throughout a period of time
                                                                      c) when the welfare of a whole is threatened by one animal

                                                                      We understand every animal is different and comes from a different environment and background, therefore each animal is judged individually. Each animal is assessed both in health, mental stability, and behavior over a period of time and is given time to improve. The Taiwan SPCA evaluates incoming animals according to the Asilomar Accords.

                                                                      寵物評估模式
                                                                      Pet Evaluation Matrix

                                                                      每一隻台灣SPCA所協助的動物都會接受健康與行為指標的評估。在與其他台灣SPCA的動物接觸之前,所有的動物都會先通過獸醫和行為表現的評估。之後,根據檢查評估的結果我們會將動物分類為“可被收養”、“康復中”或“無法被收養”三類。每一類別的動物都可能需要特殊的居住環境和/或護理。

                                                                      “阿西羅馬協議” (Asilomar Accords) 的定義如下:

                                                                      健康的動物(H):所謂“健康的動物”,包括了所有8週齡或以上的犬貓,不存在可能會引起健康或安全風險,或以任何形式造成動物不適合被認養的行為或性情方面的表現,而且沒有出現疾病、外傷、或遺傳性問題等會影響動物健康的癥狀。

                                                                      可治療的– 可以康復的動物(R): “可以康復的動物”所指的是不健康,但是在提供適當的治療、寄養與行為矯正,或其他相當於一個理性而有愛心的寵物主人通常能提供的護理與照料之後,可能恢復健康的所有犬貓。

                                                                      可治療的 – 可管理的動物(M):“可管理的動物”一詞所指的是,即便在給予相應的護理和治療後,仍然不太可能變得健全的所有犬與貓; 但是,如果給予牠們適當的醫療、寄養、行為或其他護理,包括長期的護理,相當於一個理性而有愛心的寵物主人通常能提供的照顧,牠們就可能維持令人滿意的生活品質。

                                                                      不健康且無法治療的動物(U):“不健康且無法治療的動物”包括(1)存在可能會構成健康或安全風險,或其他可能會造成動物不適合被做為寵物來飼養或安置的行為或性情特質的犬貓,並且,即使在經過理性而關愛的寵物主人所能提供的照顧之下,仍然不太可能恢復健康或成為“可治療”的犬貓; 或是(2)正在遭受對於目前,甚至可能對未來的整體健康狀況產生不良影響的疾病、傷害、或遺傳性問題的犬貓,且即使在經過理性而關愛的寵物主人所提供的照顧之下,仍然不太可能恢復健全或改善到“可治療”程度的犬貓; 或(3)即使在經過理性而關愛的寵物主人所能提供寵物的照顧之下,仍然不太可能恢復健康或成為“可治療”的八週齡以下犬貓。



                                                                      Upon intake, each animal will be evaluated using a Health and Behavioral checklist.  No animal will come into contact with other Taiwan SPCA animals without first passing through the veterinary and behavioral evaluation.  Thereafter, depending on the animal’s results, he or she will be categorized as adoptable, under rehabilitation, or not adoptable.  Special housing and/or care may be required for any animal in any category.

                                                                      The Asilomar Accords definitions are as follows:

                                                                      Healthy (H): The term “healthy” includes all dogs and cats eight weeks of age or older that have manifested no sign of a behavioral or temperamental characteristic that could pose a health or safety risk or otherwise make the animal unsuitable for adoption, and have manifested no sign of disease, injury, or hereditary condition that adversely affects the health of the animal.

                                                                      Treatable – Rehabilitatable (R): The term “rehabilitatable” includes all dogs and cats who are not “healthy,” but who are likely to become “healthy,” if given medical, foster, behavioral, or other care equivalent to the care typically provided to pets by reasonable and caring pet owners.

                                                                      Treatable – Manageable (M): The term “manageable” includes all dogs and cats who are not “healthy” and who are not likely to become “healthy,” regardless of the care provided; but who would likely maintain a satisfactory quality of life, if given medical, foster, behavioral, or other care, including long‐term care, equivalent to the care typically provided to pets by reasonable and caring pet owners.

                                                                      Unhealthy & Untreatable (U): The term “unhealthy & untreatable” includes dogs and cats who (1) have a behavioral or temperamental characteristic that poses a health or safety risk or otherwise makes the animal unsuitable for placement as a pet, and are not likely to become “healthy” or “treatable” even if provided the care typically provided to pets by reasonable and caring pet owners; or (2) are suffering from a disease, injury, or hereditary condition that adversely affects the animal’s health or is likely to adversely affect the animal’s health in the future, and are not likely to become “healthy” or “treatable” even if provided the care typically provided to pets by reasonable and caring pet owners; or (3) are under the age of eight weeks and are not likely to become healthy or treatable even if provided the care typically provided to pets by reasonable and caring pet owners.
