成立歷史 A History
SPCA是國際的動物福利組織聯盟,目的是保護動物,減少所有動物所受的苦痛。成立於1824英國的RSPCA,是世界歷史最悠久的動物福利團體。目前SPCA分會遍及英國、蘇格蘭、美國、加拿大、澳洲、紐西蘭、南非、新加坡、泰國、香港、馬來西亞、與台灣。
2009年的夏天,一群來自不同國家不同背景的人創立了「台灣防止虐待動物協會 Taiwan SPCA」,而聯繫他們之間的共同點即是對於動物的熱愛與關懷。 在其短短的歷史裡,「台灣防止虐待動物協會」即忙著與台北政府合作,奔走推動台灣制定符合國際標準的動物保護法規及收容要件。自從1998年公告《動物保 護法》以來,台灣在確認動保的優先順序已經有了極大的改善,也認知到動物保護實能提高國家形象、人們健康及動物福利。
在從事了許多動物救援、動物虐待事件調查、舉辦教育大眾重要觀念(像是結紮、註冊登記、晶片及妥善的動物照護)的活動後,「台灣防止虐待動物協會」的目標是成為有效率﹐可信任的動物福利組織。台灣SPCA感謝香港SPCA的直接內部支援與將來的調查人員訓練。有88年悠久歷史的香港SPCA有三間救援中心、一支24小時待命的調查小組,以及數間 零售商店。 台灣SPCA志在將符合國際標準的動物福利帶入台灣,並希望在不久的將來,能串連起相關網絡,為動物保護組織建立一個亞洲區的聯盟。台灣SPCA擁有一組全心奉獻的理事與監事團隊,亦借力於私人與公部門的專業人才;這些都是非營利組織成長過程中不可或缺的支援動力與指導。
台灣防止虐待動物協會希望能持續關注動物福利的根本議題及達成以下目標:
*設立一個專業動物偵查隊。
*在城市裡設置一個「防止虐待動物協會」動物轉置中心及零售商店。
*將國際法納入台灣的法律修改。
*推動立法禁止使用及販售齒夾式捕獸陷阱。
*推動廢除所有中途棄置中心及停止不人道捕捉流浪犬貓行為。
*改善流浪動物中心環境並建蓋台灣第一個
通過國際認可的建造方式所建之流浪動物中心模型。
*聯合台灣不同的動保團體並建立聯盟以利長期合作。
SPCA is an international circle of animal welfare groups that aims to protect and reduce the suffering of all animals. England RSPCA is the first and oldest animal welfare organization in the world (1824). Now there are branches around the globe including: U.S.A, Canada, Australia, New Zealand, Scotland, South Africa, Singapore, Malaysia, Thailand, Hong Kong, and Taiwan.
The Taiwan SPCA was founded in the summer of 2009 by a group of individuals who all came from various countries with different backgrounds; however one thing they all had in common was a passion and concern for animals. In its short history, Taiwan SPCA has been busy working with the Taipei municipal government to establish grounds and partnerships that will move Taiwan forward in adopting international standards with regards to animal protection legislation and shelter requirements.
Having already carried out numerous animal rescues, animal abuse investigations, as well as events educating the public about important concepts (such as de-sexing, registration, micro-chipping, and proper animal care), the Taiwan SPCA aims to be a leader in the animal welfare sector of Taiwan.
The Taiwan SPCA receives direct internal support from SPCA Hong Kong in training our staff and future investigators. With a 88 year history under their belt, HK SPCA is well established with 3 rescue centers, a 24-hour inspectorate team, and several retail locations.
Taiwan SPCA aims to bring international welfare standards to Taiwan and hopes to establish a well networked Asia Alliance for animal protection agencies in the near future.
With a dedicated Board of Directors and Supervisors, featuring professionals from both private and public sectors, the Taiwan SPCA also has the support and guidance that are crucial to a non-profit.
The Taiwan SPCA hopes to continue focusing on the root of animal welfare issues and aims to:
*establish a professionally trained animal inspectorate
*open a SPCA animal re-homing center and retail store in the center of the city
*change legislation and incorporate international laws into Taiwan
*press for the sale and use of gin traps to be banned completely in Taiwan
*press for the abolition of all halfway dump shelters and stop the inhumane capturing of stray dogs and cats
*improve shelter conditions and establish Taiwan’s first model shelter by adopting internationally
sanctioned building methods
*unite the various animal welfare organizations in Taiwan and establish a coalition that work together in the long-run
