Encourage the Taiwanese Government to Amend the Animal Protection Act
台灣SPCA鼓勵台灣政府對動物保護法做出修改﹐罰款與判刑應該更加嚴格才能阻止動物虐待。 新加坡為何是全世界犯 罪率最低的國家? 因為人民遵守法律﹐因為法律是令人有不敢違法的法規。 台灣動物保護法最低罰一萬五千元﹐第二次犯罪在多罰一點﹐ 動物沒有過世就不會上法庭。 這樣的動物保護法真的可以"保護"動物嗎? 我們看見了許多案例﹐這些法律是無法阻止某些人去傷害動物﹐沒有強制執行這些法律﹐就是會有人犯法。 台灣有好多人在乎動物的生命﹐但我們需要團結才能改善動物福利。 這是時候了﹐大家越來越注意動物議題﹐現在大家要聯合起來﹐告訴你的朋友﹐家人﹐同事﹐同學﹐只要我們要政府改變﹐他們會聽到我們的聲音。我們要告訴立法委員﹐動物保護發需要更改到更詳細﹐更嚴格﹐也需要有人員去執行這些法規。
Taiwan SPCA encourages the Taiwanese government to amend the current Taiwan Animal Protection Act. Stricter fines and consequences are needed in order to prevent acts of cruelty to animals. Why does Singapore have one of the lowest crime rates? They have well developed laws with fines that are intimidating enough to prevent citizens from breaking the law. Taiwan's Animal Protection Act fines a minimum of $15,000NT (= less than $500 USD) for the act of beating a dog repeatedly with a golf club. For a second offense, the fine is increased depending on the circumstance. If an animal does not die from an offense, the case will never be brought to court. How do these laws protect animals? The time is here, everyone is watching, Taiwan is ready for the change, and the government will listen. The Taiwan SPCA aim to work with legislators to implement more detailed laws to protect Taiwan's animals.

2) 提高罰款的最低限度, 從一萬五千元到五萬元。國家不能容忍 虐待行為。
3) 藉由嚴格執法,勒令違法的繁殖場業者永久停止營業並且被罰10萬-十五萬元,以及定期巡邏不同
地區來防止業者再犯。
4) 寵物業者必須確認所有販賣動物有打入晶片。販賣後﹐晶片資料必須更新到新主人名戶。如無遵守﹐罰款應罰五萬元。“臥底”警員必須確認寵物業
者遵守這項法規。
5) 所有收容所應定期受檢驗﹐如無遵守政府收容所標準並無在限定期限內改善﹐收容所必須關閉並且被罰十萬-十五萬元。
6) 囤積動物應該成為違法行為。在惡劣環境下﹐囤積者必須被罰五萬元並且永久無法養超過五隻動物。
7) 動物被傷害到有外/內傷或精神損傷﹐傷害者可被告並且被罰款以及坐牢。
8) 第二次犯法者將被罰款﹐判刑坐牢﹐並永久無法養寵物。
9) 修改動報法時應該聯合動物專家﹐動報團體﹐以及國際專家的意見。
We, the undersigned, are concerned citizens who urge our leaders to act now to:
1) Inflict strict punishments and hefty fines for anyone who breaks the law.
2) Increase the minimum fine from 15,000 to 50,000 TWD. Taiwan should not tolerate animal abuse.
3) Enforce the law by closing down all illegal puppy mills and fining owners 100,000-150,000 TWD. Regular patrolling and community watch must be implemented to stop these illegal businesses.
4) Pet shop owners must micro-chip an animal before putting it up for sale. The buyer’s information must be input in to the micro-chip record after the sale and before the animal is taken away. A fine of 50,000 TWD will be issued to any pet shop owner who breaks this law. Regular ‘undercover’ patrol officers should enforce this law.
5) Every public and private shelter should be regularly inspected for health and welfare standards. If conditions do not pass government set standards after a given time for improvements, the shelter must be closed down and fined 100,000-150,000TWD.
6) Animal hoarding should be illegal. In extreme situations, hoarders should be fined 50,000TWD and not be allowed to ever own more than five animals at a time.
7) Any person(s) that cause any animal(s) physical or internal injuries and/or mental issues should be fined and given a jail sentence.
*Second time offenders should be heavily fined, sentenced to jail, and never be allowed to own pets.
